William H. Horton

William Horton earned his J.D. Degree from the University of Tennessee in 1971. Mr. Horton, a Tennessee native, has been in private practice for nearly forty years. He is licensed to practice in Tennessee and Georgia. While he has experienced virtually every aspect of law, Mr. Horton's current practice is compromised of commercial real estate law, domestic and family law, mediation, and business law.

Mr. Horton founded Horton, Ballard & Pemerton in 2010 and serves as general counsel to some of the area's most prolific companies. While he has experience in virtually all areas of law, Mr. Horton’s current practice is composed of commercial real estate law and transactions, commercial and civil litigation, domestic and family law and mediations, and corporate law.

Carol M. Ballard

Carol Ballard graduated from Chattanooga's own UTC, summa cum laude in 1994. In 1997, she was awarded her J.D. from the University of Tennessee - Knoxville, summa cum laude, was Research Editor for the Tennessee Law Review, and was honored by admittance into the Order of the Coif. Carol is a general civil litigator and has an active appellate practice. She also handles business transactions, business formations, estate planning, and probate. She is licensed in Tennessee and Georgia and is a member of the Tennessee, Georgia, and American Bar Associations.

Bill W. Pemerton

Bill Pemerton earned his Bachelor of Science degree from Tennessee Technological University in 2000 and was awarded his J.D. from the Cumberland School of Law in Birmingham, Alabama in 2005. Upon graduation from Cumberland, he was honored with a Certificate of Trial Advocacy and has since maintained a substantial litigation practice. His practice includes personal injury, family law, and general litigation. He was recently listed as a Tennessee Supreme Court Rule 31 general civil and family mediator
